Main duties:

1. Implement laws, regulations and policies on water affairs; draft relevant policies and implement them upon approval; formulate medium- and long-term plans as well as annual plans for water development, and implement them upon approval.

2. Make overall plans for and guarantee water use for life, production, operation and the ecological environment; organize efforts to implement the most stringent water resources management system; supervise and manage water resources in a unified mode; release a water resources bulletin for the district.

3. Protect water resources; monitor the quantity of water in rivers and reservoirs, test the water quality and assist in water source protection.

4. Organize, lead, coordinate and supervise the comprehensive improvement of the water environment in the district; guide, coordinate and supervise water pollution and water logging control as well as drainage network construction.

5. Manage urban water supply; take charge of the management of water enterprises and franchises in the water industry; supervise the water quality of public water supply units; organize water supply enterprises to implement industrial standards and norms.

6. Construct and manage water projects and regulate their quality and safety; be responsible for production safety in the water industry; collect and manage river engineering construction and maintenance fees; regulate water fixed assets invested in by the government and manage special funds for water development.

7. Based on the principle of hierarchical management, supervise and manage the district's reservoirs, rivers, dikes, estuaries and beaches, flood detention areas and other water facilities; take charge of flood and wind control of reservoirs, rivers, flood detention areas and other water engineering facilities; review and approve construction projects within the scope of water engineering.

8. Prevent and control soil erosion; review and approve water and soil conservation plans for construction projects and supervise their implementation.

9. Be responsible for water conservation; formulate policies and standards for water conservation, and guide and promote the construction of a water-saving society and city.

10. Manage the drainage industry; construct and manage the district’s drainage facilities (including sewage and sludge treatment facilities); supervise and assess drainage operation units in the district; collect and manage sewage treatment fees; develop payment standards for operating service fees.

11. Implement relevant requirements for comprehensive disaster prevention and mitigation plans; organize efforts to make flood and drought prevention and control plans; monitor water for droughts and give early warnings; organize efforts to make flood prevention and drought control plans and emergency water reallocation plans for major rivers and lakes as well as important water projects and organize their implementation upon approval; offer technical support for flood prevention and emergency rescue; undertake the water reallocation of important water projects during typhoon defense.

12. Build a water affairs inspection team; investigate and deal with violations in water resources management, water and soil conservation, river and reservoir management, water supply (including secondary water supply) and water conservation management, water engineering construction management and drainage management; be responsible for the administrative punishment, reconsideration and responses to appeals of such violations.

13. Coordinate the district’s sponge city construction; make work plans for sponge city construction and supervise their implementation upon approval; assess the performance of the district’s sponge city construction.

14. Guide the construction of the talent team in the water industry.

15. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.

16. Duties related to the Guangming District Ecology and Environment Bureau. The Guangming District Ecology and Environment Bureau coordinates, guides and supervises water pollution prevention in the district; participates in drafting special plans for improving the water environment, and formulates annual and phased implementation plans for integrated watershed management; is responsible for the water quality monitoring and standard management of cross-border rivers and major watersheds. The District Water Authority is in charge of water resources protection, and leads, manages, coordinates and supervises the improvement of the water environment in the district; organizes efforts to make special plans for water environment improvement and designs annual tasks and implementation plans for integrated watershed management; organizes efforts to construct projects including pollution control facilities, river channel improvement, flood and water logging control and water source protection; coordinates the construction of water pollution control projects in the city and the district. The two bureaus should strengthen their cooperation to establish a co-working mechanism, regularly issue reports on water pollution prevention and control, water resources protection and integrated water environment management, and negotiate settlements for major problems.
